That’s the Girl Effect.</p> <h1><strong>Background</strong></h1> <p>Girl Effect Tanzania is implementing a Hilton Foundation-supported Early Childhood Development (ECD) project. The project aims to improve and sustain responsive caregiving and nutrition practices among adolescents and young parents within Tanzania’s Arusha Region. By leveraging a multi-channel Social and Behavior Change (SBC) model, the initiative integrates responsive caregiving and nutrition messaging into existing community platforms, such as Village Health and Nutrition Days (VHNDs) and youth-led peer groups, to reach target demographics effectively.</p> <p>The project recognises that adolescents and young parents face unique challenges in accessing knowledge, confidence, and support to provide responsive care for young children. Early experiences during the first five years of life are critical to children’s cognitive, emotional, social, and physical development. Strengthening caregiver capacity during this period is essential to improving child outcomes, particularly among vulnerable young families.</p> <p>The project emphasizes systemic capacity building by training Community Health Workers (CHWs), engaging influential community leaders, and supporting adolescent peer champions to dismantle cultural barriers and promote gender-equitable caregiving. Guided by the Nurturing Care Framework, the project prioritizes generating actionable evidence on effective SBC delivery and adaptation strategies, with the ultimate objective of institutionalizing high-impact Early Childhood Development (specifically responsive caregiving and nutrition domains) interventions within government planning to ensure long-term sustainability and scale.</p> <p>To support high-quality implementation, Girl Effect Tanzania is seeking an experienced Early Childhood Development (specifically responsive caregiving and nutrition domains) Technical Advisor who will provide technical leadership and ensure sound programme design.</p> <h1><strong>Purpose of the Role</strong></h1> <p>The ECD Responsive Caregiving Technical Advisor, acting in a consultancy capacity, will provide strategic guidance and advisory leadership for the Hilton Foundation-supported ECD Responsive Caregiving programme. The role focuses on shaping strategy and programme design, designing technical tools, and reviewing curricula to ensure that programme approaches are evidence-based and aligned with desired outcomes.</p> <p>Working closely with the project team, government counterparts, and key stakeholders, the ECD (specifically responsive care giving and nutrition domains) Technical Advisor will translate technical evidence into practical programming approaches that support adolescents and young parents to adopt positive caregiving behaviours and improve outcomes for children aged 0–5 years. The role requires sound technical expertise in the area of ECD (specifically responsive care giving and nutrition domains), including the ability to provide sound inputs in programme design, strengthening delivery approaches, development of technical resources, and building the capacity of respective teams.</p> <p><strong>Duties and responsibilities: </strong></p> <ul> <li>Contribute to the technical design of the ECD (specifically responsive caregiving and nutrition domains) and work across Arusha and other relevant geographies.</li> <li>Provide technical support to country teams on ECD (specifically responsive caregiving and nutrition domains) implementation approaches. </li> <li>Provide strategic advisory support for ECD (specifically responsive caregiving and nutrition domains) program expansion, institutionalization, and scale-up.</li> <li>Support teams in refining/packaging strategic ECD (specifically responsive caregiving and nutrition domains) content for program beneficiaries, external audiences and stakeholder engagement.</li> <li>Provide technical training on key ECD (specifically responsive caregiving and nutrition domains) concepts, guidelines, and evidence-based approaches to the country team.</li> <li>Develop supportive supervision and monitoring tools to ensure quality implementation and measure participant engagement and learning.</li> <li>Collaborate with program teams to review program reports, key messaging, and other technical documents to ensure accuracy and alignment with project objectives.</li> <li>Keep abreast of global ECD (specifically responsive caregiving and nutrition domains) community of practice trends, ensuring lessons are cultivated and embedded into Tanzania’s programming.</li> <li>Enhance the visibility of Girl Effect’s ECD (specifically responsive caregiving and nutrition domains) work by identifying opportunities to showcase impact.</li> <li>Contribute to the wider ECD (specifically responsive caregiving and nutrition domains) learning agenda by showcasing Girl Effect’s value add in SBC-led responsive caregiving and nutrition interventions.</li> <li>Collaborate with country and global teams to write proposals and concept notes, enhancing the ECD portfolio.</li> </ul> <h1><strong>Outputs </strong></h1> <p>The ECD (specifically responsive care giving and nutrition domains) Technical Advisor will be expected to contribute to the achievement of the following:</p> <ul> <li>High-quality technical implementation of the Hilton Foundation ECD (specifically responsive caregiving and nutrition domains) programme in line with project objectives.</li> <li>Strengthened ECD (specifically responsive caregiving and nutrition domains) technical approaches integrated across programme activities.</li> <li>Improved quality and relevance of responsive caregiving, nutrition, and parenting interventions.</li> <li>Technical tools, resources, and implementation materials developed or strengthened as required.</li> <li>Increased capacity of programme teams and partners to implement evidence-based ECD (specifically responsive caregiving and nutrition domains) approaches.</li> <li>Strengthened engagement and collaboration with government stakeholders and local systems.</li> <li>Documentation of implementation learning, best practices, and recommendations for sustainability and scale.</li> </ul> <p>This list should not be considered exhaustive; you will be expected to deliver other duties relevant and appropriate to this role.</p> <h1><strong>Organisation Accountabilities: </strong></h1> <ul> <li>Lead by example as a role model for GE’s values and professional standards.</li> <li>Drive the delivery of organizational and team goals. </li> <li>Seek continuous improvement within your own areas of responsibility.</li> <li>Maintain full awareness of, and active compliance with, GE’s policies and procedures relevant to your responsibilities and to broader policies, including (but not limited to) equality, health and safety, confidentiality, and data protection. </li> </ul> <h1><strong>Education and experience: </strong><em> </em></h1> <ul> <li><em>Extensive technical experience in ECD, especially Responsive Caregiving, nutrition and parenting programs 10+ years</em></li> <li><em>Advanced Degree in </em><strong><em>Early</em></strong><strong> Childhood Development, Social Sciences, Education</strong>. <em>A master's will be an added advantage </em></li> </ul> <h1><strong>Location</strong></h1> <p>The consultant must be based in Tanzania and have extensive experience there. The Assignment is to be carried out in Tanzania.</p> <h1><strong>Management</strong></h1> <p>The consultant will have a primary point of contact with the Girl Effect Tanzania Country Director. The language of the materials and reports shall be English.
